This study examines the effect of policy factors on the acceptance of green new deal policies and analyzes how public opinion affects the relationship between policy factors and green new deal policy acceptance. As a result of the analysis, the factors affecting the acceptance of the green new deal policy were an interest in environmental issues or climate change, policy awareness, political ideology, recovery of green ecosystems, fostering promising green companies and creating low-carbon and green industrial complexes, government’s ability to manage or agree on social conflicts, and interaction between public opinion and establishing the foundation for green innovation. Based on this, the policy implications are as follows: First, it is the construction and operation of citizen-participating green new deal policy governance that enhances policy transparency and acceptance through public discussion. Second, it is the use of Policy Living Lab, a new social and technological system model that solves social problems based on actors’ participation in a specific space. Third, it is the use of information-based policy tools to persuade and influence people’s preferences and actions based on knowledge transfer and public learning.

The purpose of this paper is to explore how differences and similarities in publicness according to political ideology appear and change through the analysis of presidential speeches. To this end, Kim Dae Jung and Roh Moo Hyun were selected as presidents of the progressive regime, and Lee Myung Bak and Park Geun Hye were selected as presidents of the conservative regime, and a total of 48 president speeches were analyzed. Frequency analysis, centrality analysis, CONCOR analysis, and QAP correlation analysis were performed based on the words used in the speeches. Through CONCOR analysis, the similarities and differences of the types of publicness emphasized by each regime and individual president according to political ideology were compared, and the correlation between speeches was analyzed through QAP correlation analysis. As a result of the analysis, publicness from a managerial perspective such as openness, accessibility, and responsibility was commonly derived. In the progressive regime, publicness such as participation and equity was relatively emphasized, and in the conservative regime, the economic efficiency of the market economy perspective was more emphasized than other types of publicness. Within the progressive regime, sub-components of publicness such as equity were prominent in the Kim Dae Jung's speeches, while participation and democracy as publicness were relatively emphasized in the speeches of Roh Moo Hyun. In addition, the correlation analysis between speeches showed that even if the correlation is not statistically significant or very low significant, so it is more reasonable to compare the type of publicness by president even if political ideology is evaluated as similar.

The purpose of this study is to examine individual and organizational factors that affect the safety behaviors of social workers at community welfare centers. To this end, a research model was developed with safety values, safety knowledge, and safety motivation as individual factors and physical environment, and safety culture as organizational factors. To achieve the research objective, a mail survey was conducted from June 8 to July 3, 2020, with 1,500 social workers who work at 98 community welfare centers located in Busan Metropolitan City. Among the collected responses, data from 1,329 respondents of 92 centers were used for a multilevel analysis, and an unconditional means model, unconditional random coefficient model, and conditional model analyses were performed. The results of the analyses are as follows: first, all the individual factors, such as safety values, safety knowledge, and safety motivation, were found to have a positive effect on safety behavior. This reveals that the more value the social workers put on safety, the more safety-related knowledge they had, which increased their safety motivation so they exhibited more safety behaviors. Second, physical environment did not affect their safety behavior, while safety culture was found to have a positive effect. This demonstrates that the stronger the safety culture in the community welfare center, the more the social workers performed safety behaviors. Based on these results, this study developed implications for the establishment of a safety governance at community welfare centers in the post-COVID-19 era.

Yeongju Dam was completed as part of the Four Major Rivers Project in 2016, but many problems such as stability and environmental pollution have emerged, and public opinion on the dismantling of the Yeongju Dam is increasing. Therefore, as the post-cost benefit analysis of Yeongju Dam is needed, this study critically reviewed the pre-cost benefit analysis for the construction of Yeongju Dam and re-analysis of the cost benefit. As a result of the analysis, as of 2017, the total cost was 1,296.1 billion KRW, including 1,100 billion KRW in construction costs, 183.6 billion KRW in water degradation costs, and 12.5 billion KRW in green algae external costs, and the total benefit was 46.5 billion KRW. Therefore, the net benefit was -1,249.6 billion KRW and the cost benefit ratio was 0.036, which was analyzed to be significantly lower than the cost benefit ratio of 1.105 as a result of the 2008 re-investigation. In addition, the external cost of maintaining the Yeongju Dam for 50 years is 196.1 billion KRW, which is estimated to exceed the cost of removing the dam, so this study could provide implications for the debate on the re-naturalization of the Yeongju Dam in the future.

This paper analyze population characteristics and income of trail users of the Jirisan Trail and Beosun Trail in Korea and compare population characteristics variables with variables of outdoor activities after Covid19, how to get trail information and distance walked. In population characteristics the Jirisan Trail hikers are from Seoul/Gyonggi-do regions, more women than men, high school graduates than college graduates and low income or high income level people. The Beosun Trail hikers are from Seoul and vicinity areas and with more college graduates than high school graduates and more men than women and more over 60 years old comparing the Jirisan Trail. After Covid19, in physical activities ages of 60s or over have walked more but they reduced outdoor activities most too. In outdoor activities after Covid19 walking is 1^st ranked and hiking mountains and bicycle rides are 2^nd and 3^rd ranked in two trails. In hiking distance the Beosun trail men visitors walked 20km per hiking and women walked 10km a visit. However users of the Jirisan walk about 10km regardless of sex. In perceiving the trails hikers of the Jirisan Trail are through travel agencies or hiking organizations and users of the Beosun Trail are through the trail website and guiding posts located in four county regions. To get local information for accommodations and meals the Jirisan Trail users prefer internet search and 2^nd ranked are trail website for men and friends mention for ladies. For the Beosun Trail users get local information by internet web search most and the trail website and info centers are 2^nd ranked. The purpose of visit for two trails are for health 1^st and rest 2^nd ranked for both trails.

This study attempted to determine the relative importance between factors influencing quality of life through expert AHP analysis and to find policy measures to improve the quality of life of citizens. The capacity approach and the human development approach have been applied to detailed indicators to measure citizens’ quality of life. Multidimensional and multidimensional influences such as society, economy, well-being, culture and the environment were included in the elements and indicators for measuring quality of life. Along with the application of metrics and items from Mercer, a world-renowned quality of life survey and evaluation agency, an AHP (analytical hierarchy process) expert survey was conducted. In the expert AHP analysis, measurement indicators were divided into social safety environment, economic environment, welfare environment, health and health, school and education, public services and transportation, leisure and culture, consumer goods, housing, and social capital. As a result of the AHP expert survey, it was found that the first important factors necessary to improve the quality of life were health and health, the second was economic environment, the third was housing, and the fourth was social safety environment. According to the results of the analysis of the relative importance of quality of life indicators, policy implications for the improvement of the ranking of the quality of life of cities and the improvement of the quality of life of citizens were proposed. It will be necessary to improve the quality of life of the city and to develop urban competitiveness through better policies and measures to improve the quality of life in areas with weak quality of life.

With the rapid development of the fourth industrial revolution, the era of AI(Artificial Intelligence) is beginning in earnest. AI is rapidly spreading and being utilized in all areas. However, AI has a variety of problems as well as its strengths and effectiveness. The purpose of this study is to contribute to fair AI society by analyzing the discrimination status caused by AI algorithm and presenting measures to prevent it. To this end, 20 representative AI discrimination cases that have recently occurred in four major areas of employment, goods and services, education, and administrative services were extracted. In addition, for various groups such as gender, religion, race, nationality, and disability, discrimination phenomena based on developer factors, data factors, and user factors were analyzed. Based on this, policy measures such as the establishment of independent organizations, registration and verification of algorithms, establishment of algorithm developers and users guidelines, and expansion of participation in algorithm development and data verification were presented.

This study aims to examine the patterns of family values including view on marriage, family rituals and culture, gender role awareness, parental support and child care by generation groups. This study utilized adults(ages 20 over) who participated in the 2020 Family Survey by Ministry of Gender Equality and Family. Latent Profile Analysis(LPA) were employed to identify homogeneous groups of participants with similar patterns of family values. LPA results indicated that participants in their 20s and 30s showed stronger patterns of non-traditional tendencies compare to other generations. In view on marriage, family rituals and culture, it was classified as an open and free view of values. Also, in view of gender equality and parental support and child care, it was classified as an individualistic tendency with weakened duty and justification. However, in terms of gender equality, participants in their 20s showed a stronger attribute than those in their 30s. In the 40s and 50s, the traditional and non-traditional tendencies were simultaneously classified and the traditional tendencies were stronger in the 50s. Regarding view on marriage, family rituals and culture, the majority of participants in their 40s were classified as liberal, while most of those in their 50s were classified as traditional. Similar patterns were also observed in the parental support and child care. However, in terms of gender roles, gender-equality was dominant in both 40s and 50s. Finally, in the 60s and 70s, the traditional patterns were dominant overall. In particular, it was classified as strongly maintaining traditional values in view on marriage, family rituals and culture. Regarding parental support and child care, the majority were classified as traditional tendencies, but a minority were classified as individualistic. However, in gender roles, a significant proportion of those in their 60s belonged to gender-equal pattern and gender-equal pattern appeared in their 70s as well. Based on the results, policy implications for the development of family policies that reflect family values by generation were discussed.
